In your town's case, it might've been a protection barrier. Certain places will have them to protect them from evil. It's unusual to hear of one the size of a town, but it's not impossible.
Unfortunately, I can't say the same for the barrier that surrounds Vitae.

I could give a more precise assessment if I could see the barrier around your town but

The information Mr. Yaeger shared, mostly. Protection fields don't usually behave like that.
If I were to guess, I'd say this barrier is meant to be a "containment field".
Not only does it keep all of us in here, but it'll allows the one who created the barrier the ability to manipulate things in ways that reality wouldn't normally allow.

Mm, it's expansion is troubling.
Breaking the laws of physics is one way it could present itself, yes.
As for others ... several of the locals on the app are gaining unusual abilities and traits. None of the ones I asked remember ever experiencing anything supernatural before this.
So it's possible there's been an increase of spiritual energy in the area, and the exposure to that is causing dormant abilities to manifest.
